With deep sorrow, the Central Committee of the Communist Party of Brazil addresses the Central Committee of the Communist Party of India (Maoist) to express our most heartfelt condolences for the murder of Nambala Keshava Rao, Comrade Basavaraj, and other 27 leaders and combatants that fell in combat this month of May. In this occasion, we would like to extend our salute to the leaders, cadres, militants and masses that struggle under its leadership, the commanders and combatants of the People’s Liberation Guerrilla Army (PLGA), to the front organizations and the organizations of new power that struggle resolutely and heroically in carrying out the New Democratic Revolution through People’s War.
Throughout the last decades, the bureaucratic-landlord old State tried to murder Comrade Basavaraj in vain. Before assuming the post of General Secretary of the CPI (Maoist) he was the responsible for its Military Commission for many years, being the priority target of the constant operations of the armed forces and police forces of the state, as well as of non-state paramilitary groups. In order to achieve their goal, after decades, they have mobilized 20 thousand men of these reactionary forces in a concentrated Campaign of Encirclement and annihilation in the framework of the infamous Operation Kagaar, to face a unit of just 35 combatants of the people and to perpetrate a coward and vile massacre.
Today, the fascist Bhrama-Hindutva regime of Narenda Modi and the imperialists rejoice with another coward crime against the people perpetrated in the forests of Abujhmad in Chattisgard. In their febrile dreams of hyenas, they rush to toast for an impossible victory. However, History does no fail, defeats are part of war and they can be overcome with the rectification of the causes for it, as it is a law that there are no final defeats for the proletariat.
Comrade Basavaraj’s fall in combat is a painful loss for the communists and masses of the whole world, we incline our mourning and flaming red flags and we chant louder our hymns of combat before his example. Before his memory, we renew our commitment with our Class to sweep away imperialism and all reaction from the face of Earth with People’s War until Communism.
The blood of Comrade Basavaraj and of hundreds of heroes and heroines militants of the Communist Party of India (Maoist) and other combatants of the PLGA that was generously shed is a sublime expression of the spirit of sacrifice and selflessness to serve the proletariat and the oppressed peoples of the earth and are at the same time a deep lesson for the communists of the whole world.
Our founder, Karl Marx, already taught that a revolution, if true, generates a powerful counterrevolution, and the latter cannot but spread revolution everywhere. The heroic People’s War led by the CPI (Maoist) is part of this kind of true revolutions, led by the proletariat, that persist unwavering for decades fighting imperialism, its lackeys from the Indian ruling classes, and all reaction inseparably from the combat against revisionism and all opportunism. The differences between true Marxists and revisionists are defined in the crucible of these battles.
The Communist Party of India (Maoist) has played a role in the forefront in the struggle against new revisionism of Prachanda, when the latter drowned himself in his “global peace agreements”, which were nothing but shameful capitulation, treason and peace with imperialists, the comprador-bureaucratic big bourgeoisie, and the landlords, and war, exploitation, and oppression over the broad masses of Nepal. In addition to denouncing the Prachandaist revisionism, the CPI (Maoist) made the best possible example by impulsing the People’s War in India even further. Likewise, facing Avakianism and the Right Opportunist Line (ROL) in Peru, the CPI (Maoist) assumed a firm position of demarcating Marxism and revisionism, defending the principles of Marxism-Leninism-Maoism and the omnipotence of the revolutionary war, that is, People’s War. A big part of this path was followed and led by Comrade Basavaraj. This is an unfading legacy and we are sure that, by following his example, the leaders, cadres, militants, and the other combatants of the PLGA will convert this loss into more victories for the Party and the revolution and that, by following his example, thousands from the new generations of sons and daughters of the Indian people will raise as combatants to strengthen the ranks of revolution.
Chairman Mao taught us that making Revolution is incompatible with fear. The lack of fear facing imperialism, of daring to fight and daring to win, is the first condition to make revolution. Comrade Basavaraj gave us a great example when applying this truth from Chairman Mao, and that the communists must be ready to pay the quota of blood that making revolution demands.
Facing the successive campaigns of encirclement and annihilation from the enemy, the CPI (Maoist) has persisted defeating them one after another, mobilizing, politicizing, organizing, and arming the masses through the People’s War, they kept on showing that power grows from the gun and that the masses are the makers of history. Through the persistence in the path of the armed struggle, as People’s War, the CPI (Maoist), without fear of making all kinds of sacrifices, has achieved great victories for the masses in India, and started to represent the “biggest threat for security” for the system of oppression and exploitation of the ruling classes in India and their imperialist masters.
The struggles of the proletariat and oppressed people’s in Asia, Africa, and Latin America are part of this ocean of masses of the proletariat and oppressed peoples in which imperialism will drown forever. The imperialists and reactionaries, as giants with clay feet that they are, are nothing but small islands surrounded by all sides in the immensity of the ocean of the proletariat and oppressed nations and peoples, who are each day more rebellious. The more imperialism increases its exploitation and oppression, the more ferocious are their attacks to the oppressed nations and peoples, to the toiling masses in their own countries, and to revolution, the greater, the deeper, and bottomless abysmal this ocean becomes, which will swallow them part by part, by the successive waves from the New Great Wave of the World Proletarian Revolution that are already rising as world People’s War.
Currently, the Yankee imperialists are moving the focus of their attention towards the Indo-Pacific region. However, their sinister plans clash with the firm persistence of the People’s Wars in India and in the Philippines. Therefore, the New Democratic Revolution is placed in the forefront of the direct confrontation with Imperialism. This is of a great significance and perspective to the World Revolution.
In the past, after the World War 2, Yankee imperialism had also promoted successive offensives in the south of Asia and has only harvested defeats. Its luck will be no different this time. The Asian peoples have an enormous experience in the struggle against imperialism and will keep raising part by part, in great waves to combat their sinister plans, especially given that the peoples in Latin America very soon will rise in powerful flames of revolution in their backyard, forcing them to urgently attend the threat of the fires reaching their home, thus having tho divide their genocidal forces. Chairman Mao taught us that imperialism and all reactionaries “… are terrible in appearance, but in reality they are not so powerful”. It is the task of the communist to arm the broad masses of the whole world with this great strategic truth: imperialism and all reactionaries are paper tigers!
The world is entering a New Period of Revolutions of History within the Stage of Strategic Offensive of the World Proletarian Revolution. We are seeing the great lessons that the armed struggle of national liberation of the heroic Palestinian People is giving to the world and teach us. When the imperialists were considering that the flames of the Palestinian Revolution were quenching and were machinating together with the heinous Nazi-Zionist entity of Israel and the lackey government of Saudi Arabia and other Arab countries, to throw a final blow with the plan of sanctioning the further reduction of the Palestinian territory, counting on the pacification of the capitulators of the so-called “Palestinian Authority”, the audacious, historical, forceful, and resounding Al-Aqsa Flood from October 7th 2023, has shaken the pillars of the Zionist Satan, showing that, on the contrary, the Palestinian National Resistance was more united than ever, launched their counteroffensive, opening a new stage of their national liberation war, calling the oppressed nations and peoples of the whole world to launch themselves in arms against their oppressors.
Fearlessly, the historical counteroffensive of the Palestinian people has stricken a blow not only in the Nazi-Zionist regime, but has fully blown Yankee imperialism, awakening the masses in the whole world. Revolution in incompatible with fear or pessimism! Two years after the bloody campaigns of encirclement and annihilation by the Zionist entity of Israel against the Palestinian Resistance in Gaza is showing that in reality it is Israel and not Gaza, who is ever more surrounded and isolated by the growing solidarity to the Palestinian cause in the whole world; that the more ferocious, genocidal, and monstrous are their attacks and expansion of their occupation, not only they are digging the abyss under their feet, accelerating their inevitable wiping out, from the river to the sea. The Nazi-Zionist regime is showing not only its horrendous face but is also revealing the true face of imperialism to millions of masses across the world, accumulating hatred in great quantities, increasing more flammable material for revolution. When the fascist Bhramanic-Hindutva Regime of Modi dreams that they have succeeded in surrounding the Communist Party of India (Maoist), sooner than later they will find out that they themselves and all the reaction they rely upon, that are truly being surrounded.
The World Proletarian Revolution is a long process of struggles in the midst of wars of all kinds, full of twists and turns, advances and withdrawals, in zigzags and great leaps forward, through which the proletariat – with the Protracted People’s War in ever more countries until reaching all of them – is already in the stage of Strategic Offensive in which imperialism and all reaction will be swept away from the face of Earth: in other words, the process of the World People’s War.
The new generations of revolutionaries across the world are thickening the ranks of the army of the international proletariat and making a renewed International Communist Movement emerge, within which part of it gave a step forward by constituting the International Communist League-ICL. New People’s Wars are emerging in Latin America, their flames are again burning under the feet of Yankee imperialism and their lackeys, and great blazes will burn all of their backyard as a powerful war-cry. In Africa, anti-imperialism re-emerges with increasing strength as a new movement of national independence. All of these struggles forcefully confirm that Asia, Africa, and Latin America are zones of revolutionary storms and will make the whole world tremble in the following years and decades. In tens of oppressed and imperialist countries, the communists hoist the red flag of Maoism high and prepare the revolutionary war. A new spring of Maoism will flourish in the whole world. Maoism is the new, and the new will inevitably replace the old, it is a question of time and of the proletarian vanguard to dare to struggle and dare to win, this is a law of history. No matter how dark is the twilight of imperialism, the perspectives are brilliant for revolution: the proletariat has a shining future!

It is urgent and necessary to attend to the call of the International Communist League in defense of the CPI (Maoist) and the People’s War it leads will all our forces. We, the communists, Marxist-Leninist-Maoists, principally Maoists of the whole world have the urgent task of closing our ranks with the CPI (Maoist) and with a single closed fist to strike a blow against the enemy from all the parts of the world, with all kinds of actions and, principally with People’s War, to sweep away imperialism and all reaction from the face of Earth!
